October has been an exciting month across the 39th District! From celebrating community events to finalizing this year’s legislative and budget accomplishments, I remain deeply grateful for the opportunity to represent and serve our region.

With the 2025 legislative session now complete, I’m proud to share that several of our bills have been signed into law and key budget priorities have been secured to support local infrastructure, public safety, and youth programs. These investments will have a lasting impact across the Antelope Valley and Victor Valley, ensuring our communities continue to grow stronger and more resilient.

This fall, I’ve had the pleasure of joining many of you at local events—from Coffee 4 Vets in Palmdale and pumpkin patch visits to grand openings, Trunk-or-Treat celebrations, and fall festivals throughout our district. I was also proud to recognize the Palmdale North Region Pony 14U Panthers for their outstanding achievements—showcasing the dedication, teamwork, and talent that define our youth.

As the holidays approach, our team is working on several exciting community initiatives and preparing ways to stay engaged with residents throughout the season. I’ll also be scheduling meetings and site visits while traveling around the district in the coming weeks. Capitol Update

2025LegSession


The 2025 legislative session has officially concluded, and I’m proud to report that I delivered meaningful results for working families, seniors, small businesses, and communities across the 39th District.

BILLS SIGNED INTO LAW

CHAPTERED RESOLUTIONS

  • HR 16 – Proclaims May 4–11 as Cinco de Mayo Week.
  • HR 72 – Recognizes November 2025 as Chronic Obstructive Pulmonary Disease (COPD) Awareness Month.
  • ACR 36 – Proclaims May 18–24 as Special Districts Week.

Budget Wins for the 39th District

Despite historic budget challenges, the Legislature passed a balanced budget that invests in our communities and protects essential services.

Key statewide investments include:

  • Increased per-student school spending to over $25,000.
  • $50 million dedicated to public safety and mental health programs.
  • $500 million in grants to combat homelessness.
  • $620 million for new affordable and multi-family housing.
  • Pay raises for childcare providers and expanded access to primary and maternal care.
  • Larger tax breaks for retired veterans.

Direct investments for our district total over $5.5 million, including:

  • $240,000 for trash and tire collection efforts.
  • $260,000 for park improvements in Palmdale.
  • $500,000 for Bellflower Park in Adelanto.
  • $500,000 to renovate Adelanto City Council Chambers.
  • $1 million for new affordable housing in the Victor Valley.
  • $1 million for food distribution and immigration services in the Antelope Valley.
  • $2 million for the Hesperia Recreation and Parks District.

These investments reflect our continued commitment to growing, building, and fighting for the 39th District.

 


Latino Caucus Update

California Latino Legislative Caucus – 2025 Legislative Priorities Update

Latino Caucus


Earlier this year, the California Latino Legislative Caucus (CLLC) announced its 2025 legislative priorities—twelve bold proposals aimed at strengthening affordability, education, healthcare access, and protections for workers and immigrants.

I’m proud to share that 11 of these 12 priority bills have now been signed into law, representing a major victory for Latino families and all Californians. These measures deliver meaningful progress on equity, opportunity, and community protection—values that guide our work every day.

As Vice Chair of the California Latino Legislative Caucus, I remain committed to advancing policies that make life more affordable, protect immigrant families, and ensure access to quality healthcare for everyone—no matter their background or immigration status.

Bills Signed Include:

  • SB 805 – No Vigilantes Act: Requires ICE, Border Patrol, and Homeland Security agents to clearly identify themselves while operating in California.
  • AB 49: Prevents warrantless immigration enforcement on school campuses and restricts schools from sharing student information with ICE.
  • SB 81: Prohibits federal agents from entering healthcare treatment areas and facilities.
  • SB 98: Requires schools to notify parents if ICE is seen on or near campus.
  • SB 627 – No Secret Police: Prohibits law enforcement officers from concealing their faces during operations, ensuring transparency and accountability.
  • AB 370 – Public Records Access During Cyberattacks: Provides agencies flexibility to meet CPRA deadlines during cyber incidents.
  • AB 417 – Improving Local Communities: Strengthens Community Revitalization and Investment Authority (CRIA) laws for more effective local development.
  • AB 450 – Taskforce to Support Aging Undocumented Immigrants: Creates a task force to improve services and resources for undocumented seniors.
  • AB 521 – Protecting the Licensing Board from Legal Fee Liability: Shields CSLB from certain litigation costs related to contractor disputes.
  • AB 645 – Emergency Medical Dispatch: Requires dispatcher training for life-saving pre-arrival emergency medical instruction.
  • AB 894 – Protecting Patient Privacy in Healthcare: Improves patient confidentiality by ensuring awareness of directory opt-out options during hospital intake.

These historic wins reflect our continued fight to uphold California’s values of fairness, inclusion, and opportunity for all.

I was proud to join the celebration at our Palmdale District Office recognizing the Southern California North Region Pony 14U District Champions. These young athletes’ dedication, teamwork, and community pride are truly inspiring!


Trunk or Treat Fun

I had a spooktacular time at the Palmdale Sheriff Booster’s Trunk or Treat event, connecting with families and deputies to celebrate a safe and fun Halloween in our community. A big thank you to the Palmdale Sheriff Boosters and all the volunteers for making this event such a success!

I was thrilled to cheer on AV Alta FC at their home game alongside my wife and community members. What a great win! It’s always exciting to support our local teams and celebrate the talent and pride in our community.

I was excited to congratulate Dryvebox Lancaster on the grand opening of their new location on Lancaster Blvd. It’s the Antelope Valley’s first indoor golf simulator experience, and I can’t wait to see the fun and innovation they bring to our community!

Team Carrillo was happy to join the La Verne Preparatory Academy Fall Festival, engaging with students, families, and community members. We loved connecting with everyone and handing out free books to encourage reading and learning in our community!


Community Spotlight: Family Assistance Program

A huge thank you to Family Assistance Program for everything they do to empower individuals and families across Victor Valley and San Bernardino County! From youth shelters and domestic violence housing to re-entry support and drop-in centers, they provide the knowledge, skills, and resources families need to live healthy, safe, and fulfilling lives.

I’m inspired by their programs that create safe, welcoming spaces for everyone—from youth in crisis to young adults transitioning into independence. Families and individuals can access services like teen violence prevention classes, parenting support, counseling, supervised visitation, and rapid re-housing. No matter the challenge, Family Assistance Program ensures that no one faces life alone.

Their dedication to the community goes beyond day-to-day support—they also host events, trainings, and fundraisers that bring people together, provide resources, and strengthen local connections. Whether it’s a youth program, volunteer opportunity, or community class, I’m grateful for the lasting impact Family Assistance Program continues to make across the Victor Valley and beyond.

San Bernardino County – Small Business Resource: Caravanserai Project

For entrepreneurs and small business owners in San Bernardino County, the Caravanserai Project is a nonprofit organization dedicated to helping individuals from under-resourced communities launch successful for-profit businesses and nonprofit organizations.

Since 2016, Caravanserai has supported local entrepreneurs by providing:

  • Culturally respectful mentorship
  • Access to needed resources
  • A supportive, creative peer network
