Dear Friends and Neighbors,
This June, my office has been working hard to respond to urgent issues impacting families in our communities, including the recent ICE raids carried out across Los Angeles. These actions have spread fear among immigrant families and sparked concern across the state. As your representative, I’ve stood alongside my colleagues to demand accountability, compassion, and a reaffirmation of California’s values: dignity, due process, and community safety.
At a time when so many are already facing economic pressures and uncertainty, these raids only deepen the trauma. I want our immigrant neighbors to know: you are not alone. My office is committed to sharing accurate information, lifting up local organizations providing support, and continuing to push for policies that protect our most vulnerable.
June was also a time of celebration and recognition. We honored LGBTQ+ leaders at the State Capitol, marked Juneteenth and Father’s Day in the district, and celebrated countless graduates across the Antelope Valley and Victor Valley. At the Capitol, we also crossed the House of Origin deadline—sending our Assembly bills to the Senate for continued progress on the issues that matter most to you.
Back home, my office and I hosted a Joshua Tree conservation workshop in Hesperia and continued community outreach, all while celebrating another trip around the sun for our team’s birthday honoree!

Our Bill Package: June Status Update
As we move closer to the end of the legislative session, we’re proud to share the progress of our bill package. These proposals reflect the priorities of our district—from protecting vulnerable communities to investing in workforce development, housing, and emergency preparedness.
Here’s where each active bill currently stands:
- AB 264 – Veteran Education Benefits
Status: Referred to Committee on Military and Veterans Affairs
Improves access to higher education for family members of disabled veterans by allowing concurrent use of the College Fee Waiver and federal DEA benefits. - AB 370 – Hesperia Cyberattack Response
Status: Re-referred to the Appropriations Committee with the recommendation: To Consent Calendar
Gives local agencies more flexibility under the California Public Records Act during a cyberattack, ensuring transparency during crisis response. - AB 417 – Local Finance: Enhanced Infrastructure
Status: Passed Local Government Committee on June 18
Clarifies and enhances the use of CRIAs and EIFDs to support local revitalization and infrastructure financing. - AB 450 – Immigrant Senior Task Force

Creates a statewide task force to develop recommendations for supporting undocumented older adults. - AB 521 – CSLB Legal Fee Protections

Honoring Will S. Smith and Mario J. Novoa

2025 California Legislative LGBTQ+ Caucus Honorees
On June 23, I proudly recognized Will S. Smith and Mario J. Novoa as my official 2025 Honorees of the California Legislative LGBTQ+ Caucus during a ceremony on the Assembly Floor. Will and Mario are cofounders of the High Desert Pride Center (HDPC), a nonprofit launched in 2024 that provides resources, community, and advocacy for LGBTQ+ individuals throughout the High Desert region.
Will has a long history of public service through the arts, charity work, and faith-based community organizing. Mario, a media professional and award-winning filmmaker, has used storytelling to amplify LGBTQ+ and Latinx voices across California. Together, they created HDPC’s signature LGBTQ+ History Brunch, a monthly event that celebrates the resilience, contributions, and lived experiences of queer communities.
They were presented with an Assembly Resolution in honor of their contributions to equality, visibility, and inclusion across the state. I want to sincerely thank Will and Mario for their visionary leadership and all they do to uplift and strengthen our community. Your dedication inspires us all.
Latino Caucus Update
Latino Caucus: Standing Strong and Fighting Back for Our Communities
Over the past few weeks, the Latino Caucus has united with community leaders and allies to confront urgent challenges facing our immigrant families and neighborhoods. Together, we have raised our voices to demand justice, dignity, and an end to harmful policies threatening our communities.
Here’s a quick look at some key moments you can watch live:

June 9: LA legislative leaders, including Assemblymember Carrillo, spoke out against recent immigration raids in Los Angeles County, demanding an immediate end to these unlawful federal actions.

June 10: The Latino and Diversity Caucuses stood together at the Capitol, calling for an immediate end to immigration raids harming families.

June 12: On June 12, I, along with legislative leaders, stood together in response to the unacceptable and violent removal of U.S. Senator Alex Padilla (@SenAlexPadilla), who was handcuffed simply for demanding answers. This moment reflects deeper issues, like the deployment of Marines and ongoing ICE raids, which represent a shameful and reckless use of taxpayer dollars. This is not how we treat our communities. This is not how we protect democracy. I want to extend my gratitude to the members of the Latino Caucus, our legislative colleagues, and allies from across the state who joined us that day. Your voices matter and your presence sends a powerful message: We will not be silenced. A special thank you to my dedicated team for putting in the hard work to organize this impactful press conference in just 30 minutes. Your commitment and effort made all the difference.

June 23: Together with LA Legislative Leaders to oppose the Ninth Circuit’s dangerous decision allowing the federalized National Guard to be deployed against our neighborhoods, defending states’ rights and community safety.

Intern Spotlight: Gia Rogers

Meet Gia Rogers, our summer intern through the Monica Salinas Field Fellowship, in partnership with the Foundation for California Community Colleges.
A proud Antelope Valley resident and UCLA student, Gia is passionate about social justice, advocacy, and climate policy. Through her work in Assemblymember Juan Carrillo’s District Office, she’s gaining hands-on experience in community engagement and policy, all while giving back to the community that raised her.

Understanding Joshua Tree Protections

Hesperia Workshop Recap – Thank You for Joining Us!
On June 20, our office hosted a Joshua Tree Conservation Workshop in Hesperia in partnership with the City of Hesperia and with the California Department of Fish and Wildlife. Community members, landowners, and local leaders gathered to better understand how to responsibly care for and manage Joshua Trees on private property.
Participants learned:
✅ When a permit is required to remove or relocate a Joshua Tree (and when it’s not)
✅ The difference in regulations for homeowners vs. developers
✅ How to comply with the California Joshua Tree Conservation Act
✅ Where to go and who to contact when you have questions
We’re grateful to everyone who made this first event such a success and asked thoughtful questions about conservation and property rights.

Honoring One of California’s Top Educators
On June 3, my office and I had the privilege of celebrating one of Palmdale’s most inspiring educators at the Palmdale School District Board Meeting.
Mr. Matthew Winheim of SAGE Magnet Academy was presented with a formal resolution by our Field Representative, Isla Garcia, joined by Superintendent Dr. Raul Maldonado and School Board President Nancy Smith.
Earlier this year, Mr. Winheim was recognized on the Assembly Floor as one of five 2025 California Teachers of the Year, an honor announced by State Superintendent of Public Instruction Tony Thurmond. We were proud to bring this moment home to the community that shaped his educational journey.
Congratulations, Mr. Winheim! Your passion and leadership continue to uplift students, fellow educators, and families across the Antelope Valley.

On June 6, I had the honor of attending Daisy Gibson Elementary School’s 8th Grade Promotion Ceremony in Palmdale. It was a joy to celebrate this important milestone alongside students, families, and educators.

Community Spotlight

Our Community Spotlight also goes to ComidaSegura in the Antelope Valley—a powerful mutual aid network ensuring that no one is left behind.
Many families in our community are afraid to leave home due to fears related to ICE enforcement or other concerns. ComidaSegura responds with compassion, delivering essential groceries for free, with safety and dignity—no paperwork or documentation required.
Each delivery includes a week’s worth of shelf-stable, nutritious food selected with cultural traditions in mind—items like rice, beans, tortillas, eggs, canned vegetables, coffee or tea, and fresh fruit (when available). Hygiene items such as toothpaste, soap, or toilet paper are also included when possible.
All they ask is your name (or nickname) and a contact number. A volunteer will reach out securely by phone or WhatsApp to arrange a private and safe delivery—no need to share your address online.
