September has been a busy month here in the 39th District, full of activity, advocacy, and community engagement. As always, I am grateful for the opportunity to serve our community and work on issues that matter to you.

This month, we recognize Emergency Preparedness Month, a reminder to ensure our families, homes, and communities are ready for unexpected events. Take time to review your emergency plans, update supply kits, and participate in local preparedness programs. Being prepared is a responsibility we all share, helping keep our communities safe and resilient.

As we approach the end of the legislative session, several of our bills are now awaiting the Governor’s signature. We are proud of the work accomplished this year and remain committed to advancing policies that support our residents and strengthen the 39th District.

Honoring Mexican Independence Day & Hispanic Heritage Month


On September 16, I proudly joined my colleagues of Mexican descent on the Assembly Floor to celebrate Mexican Independence Day, honoring the rich history and enduring spirit of Mexico.

¡Que Viva México!

This celebration also kicked off Hispanic Heritage Month (September 15 – October 15), a time to reflect on the deep cultural roots, achievements, and lasting contributions of Latino communities across California and the nation.

As Vice Chair of the California Latino Legislative Caucus, I remain committed to uplifting Latino voices and advancing policies that honor our shared heritage and strengthen our state for generations to come.

 


Latino Caucus Update

Press Conference: Condemning Supreme Court Decision & Racial Profiling


As Vice Chair of the California Latino Legislative Caucus, I strongly condemned the recent Supreme Court decision endorsing discriminatory immigration practices. Racial profiling has no place in our society, and no one should be targeted based on ethnicity, national origin, language, or immigration status.

The Latino Caucus is committed to protecting civil rights and advancing state-level policies that safeguard immigrant communities. Last week, we voted on three key bills providing additional protections in schools, healthcare, and public services.

To all Californians who feel unseen or targeted: You are valued, protected under the law, and not alone.


Assembly Floor Action on SB 627 (NO SECRET POLICE)


On September 9, I proudly presented Senate Bill 627 on the Assembly Floor alongside authors Senators Scott Wiener, Jesse Arreguín, Susan Pérez, and Aisha Wahab.

This Latino and AAPI Caucus priority prohibits law enforcement officers from concealing their faces during operations, while allowing clear safety and medical exemptions, to strengthen transparency, accountability, and community trust.

SB 627 represents an important step forward in protecting civil rights and ensuring that Californians can identify the officers who serve them.

Historic Immigrant Protection Bills Signed into Law

I was honored to join Governor Newsom in Los Angeles for the signing of five landmark bills protecting California’s immigrant communities. These measures reflect the values we fight for every day: equity, justice, and human rights for all Californians.

The bills signed include:

  • SB 805: Requires ICE, Border Patrol, and Homeland Security agents operating in California to clearly identify themselves while conducting operations.
  • AB 49: Prevents warrantless immigration enforcement on school campuses and prohibits schools from sharing student or family information with ICE.
  • SB 81: Stops federal agents from entering health care treatment areas and facilities.
  • SB 98: Requires parental notification if ICE is seen at a school.
  • SB 627: Makes it illegal for federal officers to wear masks or face-coverings during operations, ensuring transparency and accountability.

These laws protect Californians from unlawful federal immigration tactics that terrorize families, disrupt schools, and harm communities. I know firsthand the fear many families live with under these raids, and these bills represent a bold, unified response to safeguard immigrant communities across the state.

To every immigrant in California: we see you, we stand with you, and we are fighting for you. I am proud to stand alongside my colleagues to ensure California continues to lead with courage, compassion, and an unwavering commitment to justice.

 


District Update

🎡 Antelope Valley Fair

My family and I enjoyed a day at the Antelope Valley Fair in Lancaster. I had the chance to meet with constituents, connect with local organizations, and take part in the fun alongside our community.


🎂 Celebrating Local Business: Nothing Bundt Cakes

I joined the Antelope Valley Chamber of Commerce to celebrate the grand opening and ribbon-cutting of Nothing Bundt Cakes in Lancaster. We’re excited to welcome this sweet new addition to our community!


Fun at Hesperia Days Rodeo

Team Carrillo had a fantastic time attending the Hesperia Days Rodeo. A big thank you to Hesperia Parks for organizing this fun event and inviting us to join the celebration!


🏗️ Groundbreaking for Affordable Housing in Adelanto

Our Victor Valley Field Representative, Jay Spender, attended the groundbreaking ceremony for Inland Equity Community Land Trust’s “Plan Adelanto.” I was proud to help secure $1 million in state funding to make this project possible, which will create eight affordable 1,100-square-foot homes near Adelanto High School. This initiative is focused on expanding affordable homeownership opportunities for low-income families and marks a major step forward in addressing housing needs in our community.

September is National Preparedness Month, and FEMA’s 2025 theme reminds us that getting ready for disasters begins where we live.
Being prepared doesn’t have to be complicated or expensive small steps today can make a big difference when an emergency happens.
Here are four key actions to get started:

  1. Know Your Risk – Learn about the hazards in your area and how to stay safe.
  2. Make a Plan – Create a family emergency plan to reduce stress, save time, and stay connected.
  3. Build a Kit – Stock up on essential supplies like food, water, and medicine for at least several days.
  4. Get Involved – Take a first aid or CPR class, join a Community Emergency Response Team, or explore FEMA’s free online courses.

Small Business Resources

Los Angeles County – Economic Mobility Initiative (EMI)

Our office is excited to share the Entrepreneurship Academy through LA County’s Economic Mobility Initiative. This free program supports entrepreneurs and small business owners with training, resources, and mentorship.

📌 How to Join:

  • Now Open: Up to $5,000 in Relief for Small Businesses Impacted by Immigration Enforcement DEO has launched the Small Business Resiliency Fund, providing up to $5,000 in direct cash assistance to eligible small businesses in LA County experiencing financial hardship due to immigration enforcement activity beginning June 6, 2025.

    Multilingual application support is available to ensure all eligible applicants can access the program.

    Application Period: Opens: Monday, September 29 at 9:00 AM
    Closes: Friday, October 31 at 5:00 PM

San Bernardino County – Small Business Resource: Caravanserai Project

For entrepreneurs and small business owners in San Bernardino County, the Caravanserai Project is a nonprofit organization dedicated to helping individuals from under-resourced communities launch successful for-profit businesses and nonprofit organizations.

Since 2016, Caravanserai has supported local entrepreneurs by providing:

  • Culturally respectful mentorship
  • Access to needed resources
  • A supportive, creative peer network

📌 Why it matters:
Caravanserai’s programs are free, accessible to all, and now serve the High Desert region. They work to remove barriers such as race, gender, language, and economic challenges, helping entrepreneurs build long-term financial security and economic mobility.
